On European railways, a reform has been implemented since 1993, consisting of vertical (infrastructure-operation) and horizontal (freight-passenger) sector segregation and allowing competition to enter the rail services market. The main objective of the work was to identify the impact of the reforms on the performance of the railways. A regression analysis carried out on a sample of 27 European countries in the period 1995-2011 showed the positive effect of horizontal separation and the ambiguous effect of vertical separation on sector performance. For the entry of competition, the results differed between Western and Eastern European countries, where the impact of competition on passenger transport performance was positive for Western European countries and negative for the Eastern European countries. Even for the effect of vertical and horizontal separation on sector performance, statistically significant differences between the group of Western European and Eastern European countries were identified. The results show that European railway reforms have different impacts on Western European and Eastern European countries.
